GEN 3.1   Aeronautical information
services

1.Responsible Service
 
1.1The Aeronautical Information Management
 
The Aeronautical Information Service forms part of the DEPARTMENT OF CIVIL AVIATION. It is a service established within the defined area of coverage responsible for the provision of aeronautical information/data necessary for the safety, regularity and efficiency of air navigation. As such it is responsible for the collection and dissemination of information for the entire territory of Belize and airspace over the high seas under its jurisdiction for Air Traffic Control purposes. Service is provided from (1200 - 0200 UTC) . This service is provided in accordance with the provisions contained in ICAO Annex15. This service is available outside of above stated hours upon request by the operator.

2.Area of responsibility
 
The Aeronautical Information Service is responsible for the collection and dissemination of for the entire territory of Belize and for airspace of the high seas under its jurisdiction for Air traffic Control purposes.
 
3.Aeronautical publications
 
3.1The aeronautical information is provided in the form of the Integrated Aeronautical Information Package consisting of the following elements:
 
  • Aeronautical Information Publication (AIP);
  • Amendment service to the AIP (AIP AMDT);
  • Supplement to the AIP (AIP SUP);
  • NOTAM and Pre-flight Information Bulletins (PIB);
  • Aeronautical Information Circulars (AIC); and
  • Checklists and lists of valid NOTAM.
 
NOTAM and the related monthly checklists are issued via the Aeronautical Fixed Service (AFS). All other elements of the package are distributed by airmail.
   
 
3.2Aeronautical Information Publication (AIP)
 
The AIP for Belize is the basic aviation document intended primarily to satisfy international requirements for the exchange of permanent aeronautical information essential to air navigation.

 
The AIP for Belize is published in one volume.
 
3.3 Amendment service to the Belize AIP
 
The AIP Document is updated by means of a unique system of amendments, which consists in the reprinting of all pages, which have suffered changes in the information they contain.
Regular AIP amendments are published as changes occur.
AIRAC AIP AMDT will be published on preestablished dates under the AIRAC System, identified with yellow cover and AIRAC Acronym.
3.4Supplements to the AIP
 
AIP supplements are published when it is considered necessary to disseminate temporary changes of long duration (three months or longer) and information relevant to operations that is extensive text or graphics contained in the AIP; when required, planned operational information will be disseminated through the AIRAC system.
 
The information issued in Supplements published on yellow paper, indicates the parts affected, therefore must be included at the beginning of each AIP Parts (GEN, ENR, AD), and is kept in the AIP as long as all its contents remain valid, accordingly with the period of validity shown in the same Supplements.
 
To maintain effective control of the period of validity, these Supplements should be registered on page GEN 0.1-3 when GEN and ENR Parts are affected, and page AD 0.3-1 when AD Parts are affected.
 
The checklist of AIP Supplements currently in force is issued in the monthly printed plain-language list of valid NOTAM.
 
Supplements are allocated a serial number effective January 1st at 0001UTC and based in two digits beginning with 01 and in consecutive form until the last published yearly.
 
3.5NOTAM and Pre-flight Information Bulletins (PIB)
 
3.5.1NOTAM are notices disseminated via the Aeronautical Fixed Service (AFS) which contain information relative to the establishment, condition or modification of any aeronautical facility, installation, procedure or danger whose opportune knowledge is essential to flight operations personnel, air navigation personnel, and exploiters.
 
3.5.2NOTAM will be disseminated through the Aeronautical Fixed Service (AFS), promptly when the information that must be disseminated is of a short term/temporary character or when permanent or long term temporary changes which affect air navigation are introduced on short notice.
 
The Belize NOTAM Office disseminates this information in two different series:
 
  • Series “A” International: contains information related to airports, facilities, services and procedures available for International Civil Aviation.
  • Series “B” National: contains local aeronautical information and is distributed locally only.
 
A number is assigned to each NOTAM, according to the series it belongs beginning with number 0001 at 0000 UTC on 1st January each year.
3.5.3Once a month, generally at 0001 UTC of the 1st day of the month, by AFS, a Checklist of all current NOTAMs will be disseminated. This list will contain a reference to the latest AIP amendments, AIP Supplements, and AICs of international distribution.
 
3.5.4NOTAM Series “A” are exchanged between the Belize NOTAM Office and the International NOTAM Office in Tegucigalpa for worldwide dissemination.
 
3.6Aeronautical Information Circular (AIC)
 
3.6.1Contains information of a technical, administrative or legal character not appropriate for NOTAM dissemination. Depending of their contents, two series are published: Series A (General dissemination) and Series C (National dissemination).
 
3.6.2Each Aeronautical Information Circular is numbered consecutively, based on the calendar years; according to its series; a Checklist is published on 1st January each year.
 
3.7Checklist and list of valid NOTAM
 
3.7.1Is issued monthly at 0001 UTC by AFS. It contains a checklist of valid NOTAMs. The list of valid NOTAM contains in plain written language a Checklist of NOTAMS, AIP Supplements including the AIRAC ones and a Checklist of AICs in force.
 
3.7.2The list of valid NOTAM will be numbered, separately and consecutively, according to their series, beginning with 01 each year.
 
The list of valid NOTAM will contain the following information:
 
  • List of all current NOTAM.
  • Last AIP amendment distributed.
  • Last AIP AIRAC amendment distributed.
  • Checklist of current AIP Supplements
  • List of current AICs of international distribution.
 
3.8Sales of publications
 
3.8.1All Aeronautical Information Publications are available at the Department of Civil Aviation.

Note: A subscription to obtain these documents is required. Once payment for subscription has passed, the subscriber, if he wishes to continue receiving the publications for the next year, will have to pay the required fee. Subscriptions to the International Services are valid from January 1st to December 31st of each year.
 
3.9Methods of Payment
 
Payment of the annual subscription fee must be made yearly before December 15th, so the service is not interrupted. More than one year payment is accepted and payments can be made in the following ways:
 
  1. National Subscription, in cash directly at the Department of Civil Aviation or by cheque made payable to the Government of Belize drawn on any established local banking institution.
  2. International Subscription, in cash directly to the Department of Civil Aviation or by cheque or money order from a US based bank made payable to the Government of Belize.
 
4.AIRAC System
 
4.1In order to control and regulate the operationally significant changes requiring amendments to charts, route- manuals etc., such changes, whenever possible, will be issued on predetermined dates according to the AIRAC SYSTEM.
 
This type of information will be published as an AIRAC AIP AMDT or an AIRAC AIP SUP. If an AIRAC AMDT or Supplement cannot be produced due to lack of time, NOTAM clearly marked AIRAC will be issued. Such NOTAM will immediately be followed by an AMDT or SUP.
 
The table on GEN 3.1-4 indicates AIRAC effective dates for the coming years. AIRAC information will be issued so that the information will be received by users not later than 28 days, and for major changes not later than 56 days, before the effective date. At AIRAC effective date, a trigger NOTAM will be issued giving a brief description of the contents, effective date and reference number of the AIRAC AIP AMDT or AIRAC AIP SUP that will become effective on that date. Trigger NOTAMs will remain in force as a reminder in the Preflight Information Bulleting (PIB) until a new checklist/list of valid NOTAM is issued. Normally a trigger NOTAM validity period will be 14 days.
 
If no information was submitted for publication at the AIRAC date, a NIL information will be issued by NOTAM not later than one AIRAC cycle before the AIRAC effective date concerned.
