COCESNA signs Framework Agreement with the FAA (Federal Aviation Administration) and Annex One to the Agreement, associated with the SWIM.
The headquarters of the Embassy of the United States of America, in Panama City, Panama, served as the meeting point for a meeting between executives and legal representatives; Mr. Juan Carlos Trabanino Aguirre, Executive President of COCESNA, and Mr. Christopher Barks, Director of the Western Hemisphere Office of the FAA, with the purpose of signing the document “Framework Agreement and Annex One associated with SWIM (System Wide Information Management)”.
This document will be the reference that will allow the reciprocal cooperation for the realization of projects for the benefit of the parties, and will be materialized through the signing of the corresponding annexes to the Agreement.
The signing of Annex One to the Agreement, associated with SWIM (Data Exchange between COCESNA and the FAA), is intended to achieve the objective of increasing safety and efficiency in air navigation services.
SWIM is an integral component of ICAO’s Global Air Navigation Plan (GANP) Doc 9750.
The following benefits can be obtained through SWIM:
- Reduce the margin of error in air traffic forecasting;
- Increase efficiency in air traffic flow management;
- Facilitate “Collaborative Decision Making (CDM)” in Central America, in all phases of flight;
- Improve the controller’s situational awareness; and
- Follow the guidelines contained in the World Navigation Plan.
This important executive meeting also served to discuss other future projects to work together, highlighting the issues of training, operational safety and air navigation, in addition to raising the interest in the development of ATC contingency plans with a regional approach harmonized and aligned with the GANP, taking into account the participation and contribution of COCESNA and its Member States, as well as the Caribbean States, South America, and international organizations such as: CANSO, IATA, ICAO.
