From August 21 to 23, 2019, convened by ICAO, the Implementation Meeting on Automatic Dependent Surveillance – Emission (ADS-B OUT) for the NAM/CAR/SAM regions was held in Ottawa, Canada, in which COCESNA was represented by Engineers Christian Mora and César Núñez, who participated with the aim of supporting the effective compliance of States and stakeholders in the regional goal of implementation of ADS-B of the NAM/CAR region by January 2020.

 

At this meeting, COCESNA representatives presented two study notes:

 

NE04.- STATUS OF ADS-B IMPLEMENTATION IN THE FIR OF CENTRAL AMERICA: Where the implementations of ADS-B stations and control center upgrades to support the integration of ADS-B data were described, as part of its strategy to modernize the aeronautical surveillance systems within the framework of the planning and investment plans of COCESNA and its Member States, which is actively promoted at the highest level by our Executive President Lic. Juan Carlos Trabanino Aguirre, this planning is also aligned with the ICAO Global Air Navigation Plan (GANP) and Regional Plans, to ensure interoperability, technological homogeneity, and meet the needs of the region, in order to obtain operational benefits by increasing the capacity and efficiency of air navigation services, in a cost-effective and safe manner. With the modernized radars with ADS-B capability, a second layer of surveillance is available in the continental and maritime airspace of the northern part of FIR, both for the terminal area (TMA) and for routes.

 

NE09.- STATISTICS COLLECTED FROM ADS-B TESTS IN THE FIR OF CENTRAL AMERICA: This study note presented the results obtained by COCESNA, related to the generation of ADS-B data statistics on ADS-B capacity and aircraft reported position performance within Central American airspace, in order to comply with the requirements to monitor and evaluate ADS-B information. These statistics are the result of a system developed internally with the assistance of the Technology and Information Management (GTI), the Central American Air Navigation Agency (ACNA) and the Project Management (GP), which will soon be available for use and accessible on COCESNA’s website.

 

The results presented by COCESNA are correlated with those also presented by the States of CUBA and the United States of America, showing the consequence of the requirement established by the Federal Aviation Administration (FAA), for the mandatory use of ADS-B by January 1, 2020, aircraft are being equipped with ADS-B Version 2, reaching more than 80% to date, with the consequent improvement in accuracy and integrity of the data provided by the aircraft.
