On September 12, 2019, at the facilities of the Aeronautical University in Querétaro, Mexico and in the presence of Civil Aviation Authorities and Government Officials of Mexico, Annex Number Two to the Main Cooperation and Technical Assistance Agreement between COCESNA and UNAQ was signed.

Signing as legal representatives; Mr. Jorge Enrique Leonardo Gutiérrez de Velasco Rodríguez, Rector of UNAQ, and Mr. Juan Carlos Trabanino Aguirre, Executive President of COCESNA. Accompanying them on this occasion were the Members of the Board of Directors; Belize, Lic. Lindsay Garbutt, Director DCA, El Salvador, Ing. Jorge Puquirre, President of the ACC Board of Directors, Mr. Francisco José Sol, Director of the AAC Board, Honduras, Mr. Wilfredo Lobo, Executive Director of AHAC, and Mr. Mario Martínez, Director of ICCAE.

The opportunity served to visit Aeronautical Cluster Companies in Queretaro, and UNAQ facilities, evidencing the development of aeronautical operators, and the strategic potential in the diversification of training that would be shared with COCESNA-ICCAE.

In the spirit of joint development between UNAQ and COCESNA, this Annex Two will provide Technical Assistance in the formulation and implementation of the Aviation Mechanics Competency Certification System to qualify for the Aeronautical Maintenance Technician License with Specialty -TMAE-, under the management of the Central American Institute for Aeronautical Training -ICCAE-, as COCESNA’s dependency, responsible for civil aviation training at regional level; the above, within the framework of the amendment to RAC LPTA 66.

The Technical Assistance shall cover all the components related to the development of the TMA Competency Certification System to qualify for a specialty qualification, according to the scope contained in Appendix A of Annex Two, which is an integral part of the document.

This Technical Assistance will be provided remotely and in person at the facilities of the Central American Institute for Aeronautical Training (ICCAE), located at Km. 9½. Blvd. del Ejercito, Costado Norte de la Autoridad de Aviación Civil, Llopango, El Salvador. Having the benefit of being able to meet the high demand of the Aeronautical Maintenance Organizations.
