With the participation of ATC Fernando Soto McNab, COCESNA was represented at the nineteenth meeting of the GREPECAS scrutiny working group, which was held in the city of Barranquilla, Colombia, from November 18 to 22, 2019, under the auspices of Aeronáutica Civil de Colombia, and supported by the ICAO Regional Offices for South America (SAM) and North, Central America and the Caribbean (NACC).
The purpose of this meeting was to analyze the operational safety performance in the reduced minimum vertical separation airspace between FL 290 and FL 410 (RVSM) of the CAR/SAM Regions. This analysis is based on the measurement of large altitude deviations (LHD) occurring in the different flight information regions (FIR) of the Caribbean and South America.
Reviewing LHDs and the performance of each FIR addresses multiple topics directly related to performance in the provision of air navigation services in upper airspace, including aspects such as ATS incident reporting and investigation systems, human factors in air traffic control, coordination between control centers, communications coverage and air navigation aids, data analysis and exchange, as well as profiles and flight paths preferred by air operators.
This year’s Meeting was attended by representatives of 15 States and International Organizations providing air traffic control services in the CAR/SAM regions, as well as representatives of IFALPA and the Monitoring Agencies for the Caribbean and South America (CARSAMMA) and for North America (NAARMO).
