The ICAO Workshop on the new version of the Global Air Navigation Plan (GANP) and the Meeting of Rapporteurs of the ANI/WG was held at the ICAO Regional Office in Mexico City from February 17 to 21, 2020. COCESNA was represented with the participation of engineers Ernest Arzú, ACNA Deputy Director, Pablo Luna SMS Coordinator, and César Núñez, Project Manager, in addition to representatives from 16 States and IATA.

The main discussions and conclusions can be summarized as follows:

According to ICAO, efficiency should be the driving force behind the evolution of the air navigation system, and for this reason the sixth edition of the GANP includes a catalog of key performance, environmental and economic sustainability indicators necessary to achieve aviation efficiency. COCESNA and the States should identify performance indicators and targets according to their own needs. The Air Navigation System Performance Assessment – (AN-SPA) tool, available on the GANP website, is an opportunity to identify improvement priorities and update national air navigation plans. It is recommended that a workshop on the use of this tool be held with the support of ICAO.

2.To achieve the common vision reflected in the GANP, it is crucial that COCESNA and States, in coordination with relevant stakeholders, update air navigation plans that are a strategic element of their national air navigation plans and are harmonized with regional and global plans. These air navigation plans should serve as a reference for the formulation of the new investment plan.

3.The new global plan includes two frameworks BBB’s and ASBU, under those approaches the comprehensive investment plan 2021 – 2025, the following is recommended:

a. COCESNA and States should review the essential CNS services and infrastructure (Baseline) that need to be maintained under the BBB approach, to ensure air navigation services. It is important to check that the improvements made in technology are providing benefits to users.

b. Considering the reference framework of the ASBUs and the update of the national air navigation plans of the States and COCESNA, where the priority operational improvements for the region are identified, the necessary investments to implement such improvements should be included. Not all of the improvements proposed by the ASBU are applicable to the region’s needs. Such investments must be efficient and provide immediate benefits to stakeholders.

4. The meeting identified collaboration as the key success factor between regulators, service providers, operators, suppliers, airspace users, etc., to define priorities, achieve results, maximize benefits, optimize the use of resources and achieve transformational changes in accordance with the specific conditions and needs of each region. The comprehensive investment plan 2021 – 2025 should be updated considering the collaboration of all stakeholders with COCESNA’s leadership and decision making by senior management to approve plans and prioritize investments.
