Port of Spain, Trinidad and Tobago, June 25, 2019, was the memorable place and date for our Executive President, Lic. Juan Carlos Trabanino Aguirre, and the Director of the Central American Institute for Aeronautical Training (ICCAE), Lic. Mario R. Martínez, to receive from the hands of the Secretary General of ICAO, Dr. Fang Liu, the plaque and certificate of accreditation from ICCAE, as a Regional Center of Instructional Excellence (RTCE).

This meritorious recognition positions COCESNA as one of the international organizations that share with approximately two dozen States or institutions, around the world, such an honorable distinction that also gives prestige to our Central American Institute of Aeronautical Training.

In November 2016, the ICAO Council at its 209th Session adopted an updated framework for the recognition of RTCE status. The objective of the updated framework is to encourage RTCEs to continue to meet the applicable criteria once they have been recognized as RTCEs by ICAO, to improve the outcome of the development of ICAO Training Material Development Sets (DTMS), and to define a clear process for addressing problems when an RTCE fails to meet its obligations, which would ultimately lead to revocation of its status.

Juan Carlos Trabanino, addressed to the audience, gave a historical account of the origins of the ICCAE and its important task of contributing since 1989, to train human talent in the different disciplines of aviation, both in Central America and outside our region.

This important moment of receiving the accreditation had the valuable presence of Authorities and Officials of the Aeronautical/Civil Aviation Authorities of Central America, who are participating in the Ninth Meeting of Directors of Civil Aviation of North America, Central America and the Caribbean (NACC/DCA/9).
