On the occasion of the Meeting of the Latin American Civil Aviation Group (GRULAC) in Montreal, on September 23, where was present Lic. Juan Carlos Trabanino Aguirre, Members of the honorable Board of Directors, Civil Aviation Officials and COCESNA, the Authorities of the Latin American Civil Aviation Commission (CLAC) within the objectives of the Organization and in a productive and cordial contact with the Secretary General of ICAO, reiterated their full support and confidence to its top leaders, recognizing the work done in this triennium, especially for the assistance to the capacity of States, through the program of “No No Country No Country Left Behind”.
On Tuesday, September 24, 2019, in the presence of Mr. Michael Keenan, Deputy Minister of Transport of Canada, Mr. François Legault, Premier of Quebec and Ms. Valérie Plante, Mayor of Montreal, the 40th Session of the ICAO Assembly was officially opened. The election of the Chairman of the Assembly, Mr. Nari Williams-Singh, Director General of Civil Aviation of Jamaica, was elected.
Another memorable moment was the presentation of the 42nd edition of the Edward Warner Award to Mr. Roberto Kobeh of Mexico, who previously served as President of ICAO and has successfully held various positions in civil aviation.
This award was granted to COCESNA in 1976:
“COCESNA – Central American Corporation for Air Navigation Services (established in 1960 by the aeronautical authorities of Central America); provides efficient and coordinated air navigation and communications services that have greatly increased the safety of international flights in the Central American region ..”
The State of Guatemala receives certificate:
The President of the Council, recalling that the ICAO Council had instituted the Council President’s Certificates in support of the Organization’s No Country Left Behind (NCLB) initiative with the aim of recognizing each year those States in each ICAO region that have made significant progress in addressing their safety and security deficiencies and in improving the effective implementation of ICAO Standards and Recommended Practices (SARPs), presented the Council President’s Certificates in aviation safety to the following 16 States (in alphabetical order) selected on the basis of their achievements in 2018: Azerbaijan, Bahrain, Congo, Gabon, Georgia, Ghana, Guatemala, India, Mauritania, Montenegro, Mozambique, Myanmar, Papua New Guinea, Peru, Qatar and Serbia.

The ICAO Officers welcomed the participants, followed by an explanation of the procedures to be followed. that undermines our Assembly’s focus on issues vital to maintaining the good health of OACI.
