As part of the process of re-evaluation of ICCAE as an ICAO Regional Training Center of Excellence – RTCE, under the new mixed virtual – face-to-face method, a videoconference was held on June 3. “ICAO Instruction Policy and Program TRAINAIR PLUS”; as well as the applications, concepts and methodologies defined and developed by TAG TPP, such as Aviation Instructional Intelligence™, which was delivered by officials from ICAO, Montreal.
Juan Carlos Trabanino, Executive President of COCESNA, Mario Martínez, Director of ICCAE, and representatives of Central American Member States: El Salvador, Honduras, Costa Rica and Belize, as well as ICCAE staff.
The presentation began with welcoming remarks by Mr. Diego Martinez, Section Chief of Global Aviation Training (GAT), who expressed his pleasure with the ICCAE as a Regional Center of Excellence in Training, being a benchmark in the Americas, extending an invitation to the ICCAE to participate in the “Panel of Experts of the Americas”, to be held on June 17, to discuss best practices to revive the industry as a result of the COVID 19 pandemic.
The application of models for virtual courses is an impulse to get the most out of communications.
Juan Carlos Trabanino, Executive President of COCESNA, in his welcome message thanked the ICAO officials for the space to present the TTP Program and Instruction Policy, and expressed his support for the program and the ICCAE. He emphasized the challenges we are currently facing, since they must be seen as opportunities, with a proactive attitude, present in the face of a new reality, and for the gradual reactivation of courses under the virtual model.
Mr. José Riveros, TO/GAT Training Officer and designated evaluator for the ICCAE, was in charge of presenting the topics on the agenda, as follows:
ICAO Civil Aviation Training Policy;
The role of the TAG;
Its integration and regional approach;
Preparation of instruction based on analysis competencies;
Design and evaluation;
The importance of the TRAINAIR PLUS Program;
Benefits and distribution of TTP memberships;
ICAO World Instruction Catalogue;
Aviation Instructional Intelligence™; and.
Integrated information structure to collect various data needed to carry out aviation training activities, updated and based on needs.
To conclude, Lic. Mario Martinez, Director of ICCAE, expressed his gratitude to ICAO for such a clear presentation related to the ICAO Instruction Policies and the TRAINAIR PLUS Program. He also acknowledged to the Member States that were able to participate, the importance they have for ICCAE, even though things will never be the same, as ICCAE being one of the few Regional Centers of Excellence, is betting on innovation in virtual courses model, through technologies and communications based on tangible results, sharing the same objectives in common with ICAO.
