Paid occupation is a definition of work, as a result of human activity, but what happens when a serious situation of calamity or emergency does not allow all labor forces to develop normally, there is concern and uncertainty as to what might happen if there are no services or retribution to ensure personal and collective sustenance, in the chain of goods and consumer products, since there is no work or production.

The effect of the COVID-19 pandemic in the year 2020 has put nations, organizations, businesses and informal traders in a complicated situation to resolve, response actions are called for and assessed from each other’s perspective.

Recalling the parable of Joseph, when he was asked to interpret the famous dream of Pharaoh, in which seven ugly and lean cows devour seven fat and beautiful cows, he predicted seven years of abundance, to be followed by seven years of famine, for which he recommended stockpiling goods during the good years. Pharaoh followed Joseph’s advice and reigned in ancient Egypt during what could now be defined as a long period of macroeconomic stability.

Following a program of adjustments despite the fact that growth rates are lower than estimated potential growth would mean that cows are being fattened just when pastures are less abundant. Nations, organizations, businesses, informal traders and workers in the future should heed Joseph’s advice to enjoy a sleep as peaceful as that of Pharaoh.

In the case of COCESNA, it was very encouraging for all workers to learn, in the words of our Executive President Mr. Juan Carlos Trabanino Aguirre, that the important work in the provision of air navigation services, which has been reduced worldwide in alarming numbers, is continuing. For all these workers who are working there in the areas of air traffic, aeronautical information, maintenance, navigation, communications, radar surveillance and general services, a special recognition on behalf of the workers that we have had the social distancing to continue working in teleworking mode.

It was also motivating to learn that work is being carried out in four main areas and in priority order:

  • To preserve the health and well-being of our employees.
  • Ensure continuity of services.
  • Maintain economic and financial equilibrium for the sustainability of the Corporation; and
  • Regional and extra-regional management for the operational and economic reactivation of aviation.

The activities carried out by COCESNA’s administration in relation to each axis were described, as well as the different possible scenarios to be faced in the crisis caused by the COVId-19 pandemic, concluding with the Executive President’s comment that, currently a unified plan is being promoted jointly with the General Secretariat of Central American Integration (SICA) and the Aeronautical / Civil Aviation Authorities of the Region, for approval by the Heads of Government, This strategy has been recognized at the regional level as an excellent initiative for the reactivation of the air transport sector and its related services, and is being coordinated with IATA, ALTA, the NACC Regional Office of ICAO, WHO, among other international organizations..
