May 11, 2022.- Under the coordination of COCESNA and its Central American Agency for Aviation Safety (ACSA), within the framework of the EU-LAC-APP Project and with the support of EASA; On-the-Job Training (OJT) on Flight Crew Fatigue Management Certification (FRMS) was delivered with the participation of a first group of Inspectors from the Authorities of Costa Rica and El Salvador, as well as as well as on the last day, the industry was integrated with the participation of officials from AVIANCA CR, TACA Internacional and VOLARIS. The activity was carried out from April 18 to 22 at the facilities of the DGAC of CR, by the expert in Fatigue Management, Captain Gustavo Barba, Senior Adviser in International Strategy of EASA. The objective of the training was for the participants to acquire the necessary theoretical and practical knowledge to carry out a FRMS certification process for a Commercial Air Operator. Within the framework of the activity, the Electronic Verification List of Compliance with the regulations on Flight Time Limitations was analyzed and implemented through the evaluation of the Operations Manuals of the participating Operators; compliance and analysis of the shortfall were identified to harmonize interpretations; and finally, in an integral way, Authorities and operators, doubts and/or consultations were shared for the consolidation of the application of the regulations.
Before concluding the activity, the expert expressed and pointed out some strengths in our region such as the manageability of the regulatory system, a key aspect in the next activities to be carried out at the regional level in terms of the regulation applicable to Fatigue Management in terms of a more productive and efficient industry, improving operational safety indices.
