May 6, 2022.- Under the coordination of COCESNA and its Central American Agency for Aviation Safety (ACSA), within the framework of the EU-LAC-APP Project and with the support of EASA; the Workshop on the “Definition of the Acceptable Level of Performance in Operational Safety Matters and its Monitoring System” was delivered in person with the participation of the coordinators and support inspectors of the Operational Safety Program (SSP) of each Member State of COCESNA. The workshop was given from May 3 to 6 by the expert in defining performance indicators in safety and SSP implementation, Mr. Pablo Hernández Coronado Quintero, EASA Senior Advisor in International Strategy. The objective of the Workshop was to make the participants aware of the main ICAO standards on state performance in safety matters, their evolution, and the way in which their practical implementation has been resolved in the European Union and in one of the its Member States; Spain. The different safety performance measurement metrics such as indicators, goals and alert values were discussed, and the logical process for defining and selecting these metrics based on State safety objectives was described. Likewise, the relationship that must exist between the metrics used by the aeronautical industry within the framework of its Operational Safety Management Systems (SMS) with the metrics used by the State to measure the performance in terms of operational safety of its operations was discussed. Before concluding the workshop, the expert expressed and pointed out some strengths in our region such as the manageability of the regulatory system, unanimous support from the SSPs for the implementation of a Regional Operational Safety Program and the assistance of EASA and ACSA.
