What is it?

The Central American Aviation Safety Agency (ACSA) has a team of experts in different aeronautical areas (OPS, AIR, ANS, AGA, etc.) with more than 20 years of experience in the field and with extensive experience in the State Safety Program (SSP). We provide advisory and support services to ICAO member states in the development and implementation of the SSP.

ICAO Annex 19 establishes the requirement for each Member State to implement an SSP as a proactive and preventive strategy that systematically addresses safety risks.

For whom?

  • Civil Aviation Authorities

What for?

Establish a framework of responsibilities, action and interaction that allows the State to fulfill its obligation as a “regulator” to service providers.

With what results?

To have a program that helps to improve operational safety, as well as in the administration of operational risk management and the minimization of its eventual impacts.

Areas of assistance and consulting

We have a panel of experts with the experience, preparation and knowledge necessary to advise and accompany the States in the development, planning and implementation of a “State Operational Security Program” that complies with the four required components:

  1. State Operational Safety Policy, Objectives and Resources
  2. State management of operational safety risks
  3. State Operational Safety Assurance
  4. State promotion of Operational Safety

A first “diagnostic” stage is proposed, in which the current situation of the SSP process within each State is determined. The result of this diagnosis will be the basis for the development of a staged process (in accordance with Document 9859), which will include, among others, the following topics:

  • General Concepts
  • Standards and recommended methods
  • Operational Safety Management
  • Hazards and Risk Management
  • SSP and SMS structure
  • SSP and SMS implementation
  • Relationship SSP and SM
