GRIAA (REGIONAL AVIATION ACCIDENT AND INCIDENT INVESTIGATION MANAGEMENT)

The Regional Management of Aviation Accident and Incident Investigation (GRIAA) is a COCESNA unit created to provide assistance and support to Member States in the development of their investigation capabilities and to contribute to the strengthening of COCESNA’s capabilities in its internal work related to the prevention of accidents.

Thus, GRIAA was created with a scope containing 3 approaches:

  • Contribute to the management of the States’ accident investigation capabilities.

  • Join efforts to prevent events in COCESNA, in support of the SMS.

  • Identify the roles of the Corporation’s units in an accident investigation.

GRIAA has configured the first approach of its scope to operate in 3 moments:

1.The first stage covers the assistance provided to States to help strengthen their critical elements, so as to facilitate the conditions for States to carry out the investigations required by Annex 13.

  • CE-1: Studies to the AIG legislations.

  • CE-2: Standardization of AIG regulations.

  • CE-3: National and International Agreements.

  • CE-4: Staff and Program Training Facilitation.

  • CE-5: Standardization of Procedures.

  • CE-8: Database, SSP Connection and Follow-up to CE-8.

GRIAA has different procedures associated with the implementation of this approach, its main tool being the Coordination Mechanism for the Activation of GRIAA.

The second moment is Monitoring, in which CENAMER Control functions as a command post due to its permanent activity and the type of information it manages, both on operations and on the shift role of the AIG specialists.

  • CENAMER – Command Post.

  • Surveillance role composed of AIG specialists designated by each COCESNA Member State.

3. The third moment is Coordination, in which the Member States activate GRIAA through this coordination mechanism, carrying out coordination tasks that facilitate the conditions for the States to carry out the investigations.

To carry out the coordination, GRIAA has signed agreements and contacts with AIRBUS, TSB Canada, ARCM, JST (formerly JIAAC) Mexico, Dominican Republic and others.
